A department is made for Lee

The coasts of South Carolina, Georgia and East Florida were constituted a department under General Robert E. Lee. He arrived to find the sea islands indefensible and said so; his answer was to give them up and fortify the mainland line, which is why Charleston was still Confederate three years later.
