A plan of operations against the obstructions in the channel between Fort Sumter and the city was submitted to the Secretary of the Navy. The rope, piles and torpedoes strung between Sumter and Moultrie stopped the United States Navy as effectively as any battery, and were never forced.

Special Orders from the Northern District on Morris Island detailed Captain A. W. Colwell of the 3rd Rhode Island Artillery as chief of artillery during another officer’s temporary absence. The guns shelling Charleston were run by rotation, like any other office.
