“I propose to stop it”
Gillmore wrote to Dahlgren that the slow bombardment of Fort Sumter was costing considerable ammunition and that he proposed to stop it, or greatly reduce it, unless the admiral saw great advantage in keeping it up. The only object, he told Halleck the same day, was to prevent work being done inside the fort.
