An endorsement returned to Beauregard: the chief engineer of the department had given the necessary instructions in regard to the defenses in question. Charleston’s survival after Morris Island rested on earthworks, obstructions and torpedoes rather than on guns.

A circular went out from Beauregard’s headquarters: further depletion of the already too weak forces left for the defense of Charleston was improper, and district commanders must depend solely on the troops they had. The same day the inspector-general was ordered to hold an exhaustive inquiry into how Morris Island had been lost.
