From Fort Moultrie, Major Robert Anderson kept writing to Washington about the weakness of his position — a fort built to fire seaward, with sand drifted to the top of its parapet and a town at its back. He asked for men. He was told the government wished to avoid anything that might increase the excitement in Charleston.

Three days after circulating his view that Charleston’s forces must not be further depleted, Beauregard added a postscript to an indorsement: “Since the date of this indorsement, Clingman’s brigade (1,810 effectives) has been ordered to North Carolina.” The department was a reservoir that Richmond drew on whenever another front broke.
