With Federal troops ashore on James Island, Pemberton suspended the movement of his troops to Richmond, ordered a gunboat with two 8-inch Dahlgrens and two Blakely guns down to Secessionville, and offered two hundred dollars to any man who would succeed in burning the bridge to Cole’s Island.

An engineer reported that work on the Morris Island defenses had gone forward as fast as the labor and the insufficient supply of material allowed — until about the twenty-eighth of May, when the fatigue detail was withdrawn. Five weeks later the Federals landed on that island, and the works were not finished.
