Pemberton sent Governor Pickens papers on the harbor obstructions by the hand of Mr. F. J. Porcher. The obstruction between Sumter and Moultrie — rope, piles and torpedoes — was a joint state and Confederate project, and it turned the ironclads the following April.

Fort Sumter’s flag came down twice within two minutes under Federal fire. The second time it was put back up, in the face of sharp firing, by Private Walter Steele of the Gist Guard Artillery and Private D. E. Badger of the 20th South Carolina, whose gallantry the post commander asked to have noticed. The staff they raised was afterward splintered.
