Beauregard wrote to General Whiting at Wilmington offering to help in his “herculean task of cleaning out that Augean stable of speculators” — the blockade-running merchants who filled their holds with luxuries rather than lead. “My power is limited, and I have little favor or support to expect from Richmond.” The Confederacy never did solve the problem.
