By the leap day of 1864 Charleston had been under fire for six months. Business had moved above Calhoun Street, the lower wards were largely abandoned, and the churches south of Broad stood empty with their windows out. The bombardment had nearly a year still to run.

The fort reported several vessels and a derrick near the sunken sloop of war — the Housatonic, torpedoed by the Hunley twelve days earlier and lying in shoal water off the bar. Two tugs came within range. Leap day 1864 in Charleston Harbor was salvage work under observation.
