An affair on John’s Island in the last week of 1863 — a year that had brought the ironclad attack, the loss of Morris Island, the wrecking of Fort Sumter and the first shells into the city, and had left Charleston, against all expectation, still Confederate.

The ordnance department at Charleston referred Lee’s application to Major Chambliss, commanding the Charleston Arsenal, for his remarks. The Arsenal — seized by state troops on 30 December 1860 — spent the war making ammunition for the guns that had been turned on the harbor.
