As 1862 closed, the Navy Department was assembling monitors for an attack on Charleston that its own squadron commander did not believe would succeed. Du Pont spent the winter saying so. He was ordered in anyway, on 7 April 1863.

Beauregard’s headquarters closed 1863 with returns, indorsements and inquiries: how much ammunition remained, how many companies could man the batteries, what the obstructions were worth, and why Morris Island had been lost. The answers were all versions of the same answer — not enough men, not enough guns, not enough powder.
