South Carolina troops took Castle Pinckney and the abandoned Fort Moultrie the day after Anderson’s move. The state now held every work in the harbor but one, and the palmetto flag flew over the ruins of the fort the United States garrison had left the night before.

An application by Captain Francis D. Lee for the exclusive use of part of the Charleston Arsenal was referred to the chief of ordnance to confer with the arsenal’s commander. Lee’s torpedo work competed with everything else the arsenal was making.
