Beauregard to General Whiting at Wilmington: “Concentration is soul of war. Send my troops wheresoever presence can give victory.” The Charleston department gave up brigades to Virginia, North Carolina and Mississippi in turn, and held its own lines with what was left.

Beauregard forwarded to the President papers on the findings in the case of Brigadier General N. G. Evans, explaining that the delay in publishing them had been unavoidable. Evans — “Shanks” Evans, of First Manassas and Secessionville — was court-martialed twice in the department and acquitted both times.
