A dry note from the engineer’s office: “The agent and train had left at the appointed hour. Of course, Governor Pickens, on arriving two hours after, could not put his negroes on or see the agent.” Impressed labor for the Charleston works came in by rail, on a timetable, and the friction over it fills the files.

Confederate lookouts noted something new: “A small submarine affair was observed to-day with the fleet, and was towed over the bar and brought inside by one of the blockading vessels.” The Federals were experimenting too. Three hundred and seventeen Confederate rounds were fired in the previous twenty-four hours, and 130 came back.
