The chief engineer forwarded a recommendation that the new Federal mortar battery near Battery Gregg be shelled from Battery Simkins — “if the supply of ammunition will justify it.” That qualification governs almost every Confederate decision at Charleston after the autumn of 1863.

A Federal officer on Morris Island sent his views on cutting the railroad between Savannah and Charleston. The Union had been trying to cut that line since 1862 and had failed every time; Sherman cut it in February 1865 by walking around it.
