Special orders relieved General Ripley of the Second Military District of South Carolina and put General Mercer in his place. Ripley — a Northerner by birth, married into Charleston — came back, and commanded the harbor district for most of the war.

Major General John G. Foster assumed command of the Department of the South — and on the same day the Federal transport Boston was destroyed by Confederate guns at Chapman’s Fort on the Ashepoo River. Foster inherited a department that could not take Charleston and could not leave it alone.
