Captain Foster wrote to Beauregard about “a military irregularity”: after the Confederate flag-of-truce boat had returned to the city, a parcel was found to have been left in it without notice. Two weeks before the bombardment, both garrisons were still scrupulous about protocol.

Department headquarters at Charleston instructed its generals that flags of truce would no longer be received in the waters of the Savannah River except in an extreme case, and that General Hunter was to be told so through the blockading fleet. Even the etiquette of communication between the two armies on this coast was now a matter for written orders.
