Gustavus V. Fox, a former naval officer with a plan to run supplies into Fort Sumter by tug at night, was allowed into the harbor and conferred with Anderson. Anderson thought the scheme would not work. Fox went back to Washington convinced it would, and got his expedition.

Some four thousand Black Charlestonians marched through the city — tradesmen by their trades, schoolchildren, two Black regiments, and a mule-drawn cart carrying a mock auction block with an auctioneer crying “How much am I offered?” Thousands more lined the streets. It was five weeks after the evacuation, on the streets where the auctions had been real.
