By mid-March some six thousand troops were quartered in and around Charleston — militia companies, cadets, artillerists and volunteers from across the state — with the harbor batteries manned around the clock. The city that had 40,000 people in 1860 had become a garrison.

An ordnance boat and the USS Jonquil went up the Wando River from Charleston and took a sloop in Deer Creek. With the city occupied, the navy spent the spring of 1865 clearing torpedoes and working the rivers behind Charleston.
