An ordinary day at Charleston headquarters in the winter before the ironclad attack: complaints referred to General Ripley for a report of the facts. The city spent the early months of 1863 waiting for a fleet everyone knew was coming.

Through the late winter of 1863 the Navy Department assembled monitors at Port Royal for an attack on Charleston that Rear Admiral Du Pont did not believe would work. He said so, in writing, more than once. He was ordered to make it anyway, and did, on 7 April.
