Aboard the flagship Chicora in Charleston Harbor, the Confederate naval commander answered Admiral Dahlgren’s complaint that after a Federal launch was captured its men had been fired at in the water. The two commanders on this station exchanged such notes for two years, under flag of truce, while shelling each other daily.

Special orders put Major Stephen Elliott, Jr. in immediate command of the torpedoes for the Stono and Light-House Inlet. Charleston’s underwater defense had been drifting between officers for weeks; Elliott took hold of it, and four months later took command of Fort Sumter itself.
