Special orders from the First Military District assigned Brigadier General N. G. Evans the country north and west of Wappoo Cut on his arrival in St. Andrew’s Parish. The defense of Charleston was administered as a set of parishes and districts, each with its own police and guard regulations — a city under martial arrangement long before it was under fire.

“No change in the enemy's lines this morning, except that negro sentinels are on duty on Morris Island. Six shots fired last night, which burst over the fort.” The United States Colored Troops now stood guard on the island where the 54th Massachusetts had charged the year before, in full view of Confederate Charleston.
