Special orders assigned Brigadier General N. G. Evans and his brigade to report to General Ripley, who would station them. Three weeks after the ironclad attack, Charleston was still shifting brigades between districts and expecting a second attempt.

Lieutenant Colonel Stephen Elliott, Jr. reported at half past ten in the morning that he had resumed command of Fort Sumter, relieving Captain Mitchel: the defensive arrangements had made considerable progress in his absence, especially on the sea face, and there were six monitors in the harbor. By 1864 Fort Sumter was an infantry outpost built inside its own rubble, and holding it was a point of honor rather than of tactics.
