Gillmore acknowledged Dahlgren’s question about when his batteries could operate on Fort Sumter, and whether the admiral could depend on the army driving the enemy out of it so as to spare the monitors. The two services spent the rest of 1863 asking each other to go first.

Gillmore answered Dahlgren’s question — when could his batteries operate on Fort Sumter, and could the admiral depend on his driving the enemy out of it, so as to spare the monitors. The honest answer was that the army could smash the fort and could not clear it, and that is how the matter stood until February 1865.
