The commander of the French sloop of war Tisiphone, lying off Charleston, wrote to Admiral Dahlgren accepting his offer with much pleasure. Foreign warships kept station off the bar throughout the siege, watching a blockade their governments had not recognized as legal.

Still raining and foggy; twenty shots from Simkins, twelve from Haskell, no reply. The brigades of Generals Colquitt and Hagood on James Island were reviewed by the commanding general “and they presented a very creditable appearance.” These were the troops who had held Battery Wagner.
