A two-week Federal expedition went from Hilton Head to St. John’s Bluff in Florida. The Department of the South ran from the Santee to the Suwannee, and its commander at Hilton Head was expected to threaten Charleston and Savannah and hold Florida at the same time, with about 15,000 men.

Thirty-eight Federal vessels lay inside the bar. Fort Moultrie and Battery Simkins fired slowly and with good effect; Battery Cheves did not fire at all, for want of fuze reamers. Charleston’s guns were often silenced not by the enemy but by a missing tool.
