An ordinary day at department headquarters in Charleston: reports referred to the second in command and the chief engineer, indorsements added, files returned. The bombardment went on outside. A siege is administered as much as it is fought, and the Charleston headquarters files are thick with the proof.

From Charleston: “People much more cheerful.” And, the same day, a request that if any troops were sent from Virginia, Major Basinger’s battalion be among them — “his officers and men are instructed in the use of heavy artillery.” Charleston needed gunners more than it needed infantry.
