Special orders assigned Colonel William S. Walker to command the Fourth and Fifth Military Districts of South Carolina — all the country between the Ashepoo River and Oketie Creek. That stretch of tidal rivers, rice fields and causeways, not the harbor forts, was where most of the fighting in the department actually happened.

“Nothing unusual this morning. Negro sentinels in the enemy's batteries. A small working party engaged in hauling sods to middle battery.” Sod held a sand parapet together; on both sides of this siege, most of the labor was earth-moving.
