Pemberton answered James Chesnut, Jr. of the state Military Department on the necessity of stationing military guards at the important bridges on the lines connecting South Carolina with Georgia and North Carolina. The railroads were the state’s arteries, and both governments knew it.

Word reached Charleston that four Federal gunboats were fifteen miles up the Waccamaw above Georgetown, and Pemberton hurried eight companies of infantry and a section of field artillery by rail toward Santee and Fair Bluff to save the railroad bridges. The department was a hundred and fifty miles long and permanently short of men to put on any one point of it.
