Through the first week of July 1863 Gillmore massed troops and guns on Folly Island behind a screen of scrub. His plan was simple and, on paper, sound: take the south end of Morris Island, breach Fort Sumter with rifled guns from four thousand yards, and let the navy into the harbor. Two of the three worked.

A nine-day naval demonstration began in the Stono River, part of the combined operation against James Island that culminated in the failed assault on Fort Johnson on the third. It was the last serious Federal attempt on the Charleston lines before the city was abandoned.
