Beauregard’s headquarters answered a request from the commander of the District of Middle Florida. The Charleston department was responsible for the coast from the Santee to the Suwannee, and every part of it wanted troops.

By December 1863 Charleston had settled into a routine that lasted fourteen months: a slow Federal fire on Fort Sumter and the city, a slower Confederate fire on the Morris Island working parties, the garrison of Sumter relieved by rowboat, and both sides counting each other’s ships every morning.
