Lincoln dispatched a State Department clerk, Robert S. Chew, to Charleston with a message to be read to Governor Pickens: an attempt would be made to supply Fort Sumter with provisions only, and if it were not resisted, no men, arms or ammunition would be landed. It was a notification, not a request — and it put the choice of firing first squarely on Charleston.

Captain King's company relieved Captain Mitchel's, and Captains Le Gette of the 21st, Sellers of the 25th and Allston of the 27th South Carolina relieved Captains Davis, Izlar and Chisolm. The fort's roster turned over completely every week or two, all of it by boat.
